OVERVIEW
WHO in collaboration with the Inter-Parliamentary Union (IPU) is jointly convening an African Parliamentary High-Level Conference on Strengthening Health Security Preparedness. WHO recognizes the important role of parliaments in advocating for and achieving health emergency preparedness and response. The regional strategy for health security and emergencies 2023-2030 which was endorsed by the Regional Committee in August 2022 has reaffirmed the importance of effective legislation framework in strengthening emergency preparedness and response, including ongoing global processes such as Inter-governmental Body (INB) that negotiates a new Pandemic Accord, and Working Group on the amendments of International Health regulations (IHR). As such, Parliamentarians, through their core functions of law-making, budgeting, and oversight, as well as their mandates to represent constituencies, can take opportunities to foster multisectoral action across government, engage in international partnerships, and play a critical role in advancing not only global health security, but also universal health coverage and achieving health under the 2030 Agenda for Sustainable Development.
OBJECTIVES
- Provide parliamentarians from national parliaments and pan-African parliamentary bodies with a forum to exchange ideas, build political support, strengthen capacities, and foster coordination in driving sustainable action for global health security.
- Enhance the role of parliamentarians in strengthening health security and building health system resilience for the future of their countries.
